2020 House Bill Introductions

HF 2061: Reduces additional registration fees on electric and hybrid vehicles (EV) in 2020 and 2021 and provides state income tax credits for the EV registration fee paid beginning with the 2021 tax year.

HF 2123: Directs IUB to provide energy efficiency program services through a third party to a rate-regulated utility after a contested case.

HF 2124: Authorizes cities and counties to establish energy investment districts to finance energy savings investments in non-residential private property.

HF 2182: Provides an appropriation to establish a grant fund with in the Department of Transportation for a program to provide financial incentives to private entities to build electric vehicle charging stations in urban areas and in areas near interstate and primary roads.

HF 2217: Changes the filing of lobbyist’s client reports from the Iowa General Assembly to the Iowa Ethics and Campaign Disclosure Board and requires documentation to verify information in the report which will remain confidential.

HF 2308 (formerly HSB 504): Discussion of budgetary duties constitutes a “meeting” under the state open meeting laws.

HSB 503: Prohibits political subdivisions for charging persons for the cost of redacting public records as part of complying with a records request.

HSB 506: Places advisory committees of a board of a political subdivision, which provides advice formally and directly, under state open meetings laws.

HSB 517: Disposal and acquisition of city water utilities allows for a single appraisal rather than two for utilities with less than 2,000 connections.
Status: 1/17/20 - Assigned to Senate Commerce subcommittee. 2/6/2020 – Committee heard testimony, took no action. 2/12/2020 - Subcommittee recommended passage. 2/13/2020 - Committee hearing Feb. 17.

HSB 540: This is the right of first refusal (ROFR) legislation related to the construction, maintenance and ownership of transmissions lines.
Status: 1/22/20 – Referred to Commerce subcommittee.
